Kira, you mentioned the other day that there is a way for characters as low as 42 to get a war-steed. Would you mind elaborating on that? My main racer is Eliwren, who managed to reach level 36 today, so she naturally has no war-steed and would have to miss out on those races. (Alternately, I suppose I could bring my /other/ guardian, Brendoran, but Eliwren really wants to race!)

I recently tried to secure my steed at 65, but the quest was NOT available to me (big disappointment after I ran myself all the way through the zone!) They may have changed this.

The quests you have to do to earn the war-steed are level 76, so I wouldn't expect you to be able to do them before 71. (Normally you can accept quests five levels under.) According to Goldenstar's post they were able to earn their steeds at 71, but characters that hadn't yet reached that level could not.

There are two quest lines that can open up the war steed. I have personally seen characters as low as 42 riding them. I have seen a lot of people 68+ riding them. When asked, they said that a fellowship was required to escort the lowbie through the quests to obtain the steed, and that the steed couldn't really be leveled because the quests beyond obtaining it were not open.

Okay, I've heard there are 4 places to look to launch the quest line that awards a war steed:

* The letter that bestows "Rohan Awaits" comes from a deed and appears automatically in players' inventories upon reaching level 75.

* A mail message from Galadriel with a reminder to visit her at Caras Galadrhon, awarded as part of the epic quest line, with no item attached. This is the slowest path but open at the lowest level. (I used this to get mine.)

* A Rohirrim quest NPC just after you cross the river above the "To Rohan" label on the Great River map. (He is on the south side.) He starts a quest chain which will lead you to the warsteed quests. His quest chain isn't the warsteed quests, but when you finish his quest chain you will be sent to the NPC who starts the warsteed quests.

* Start the epic quests for Rohan. Eventually the epic quest chain will also send you to the NPC who starts the warsteed quests.

It is possible that some or all of these paths have been modified to no longer allow people below level 71, but it's worth investigating.
